Ramsey was born in Brandon, Wisconsin, where she attended Laconia High School and subsequently moved to Los Angeles to pursue an acting career. She was discovered while waiting tables in a Los Angeles restaurant on Sunset Boulevard. She married a young Filipino-American businessman named John M. L. Pueblo, who was also a theater actor.
